Not sure, but some folks have nothing better to do. Either they hate NY or are some anti-development nut or have been drinking some of the Gowanus Canal water.

I think some people enjoy trolling because of the perceived anonymity that the internet seems to offer. Not sure what brought him here specifically though lol.

Let’s say, theoretically, Gary is secretly building the spire inside the tower, and when it tops out they erect it Chrysler building style. What could the city council do to Exell? Would they be fined?

When it came out that Cityspire Center was 15 feet taller than it should have been the developers agreed to build a dance studio across the street for NY Dept of Cultural Affairs.
For a 200 foot spire not registered or approved…FAA alone would probably sue to demolish at least part of the spire and the city would likely take action too. That egregious a violation would equate to a lot of dance studios.
