Hard to get a picture of the site as fences are quite far into the street, but the foundation looks close to finished. This should start to rise soon.

They blasted a very deep cellar for this one.

Why do some projects change their address from 301 3rd Ave. to 201 East 23rd Street?

They probably liked it better that way.

Third Avenue still has an association with dirt and grit on account of having an elevated subway that lasted into the 1950s.

Plus avenue addresses are harder to figure out as opposed to the street ones.

The old address was 301-307 3rd Avenue, you can find some old information about it on Google.
