Earlier today I noticed there were workers on the steel platform under the cantilevered section, including one climbing a ladder connecting the platform to a hole on the bottom of the lowest cantilevered floor.

It 100% is a reflection, though the render made it look better. Someone should just redesign this like Xadia was, but just make the redesign actually worth it.

Fake news.

Construction has not resumed.

This remains stalled.

It actually has surprisingly resumed construction, 7 floors have been added since the end of March, 6 of them in the last month alone.

It’s still somewhat relatively slow, but it is amazingly back under construction, though with the same bad old design.
