I noticed that One Manhattan West was being constructed with the concrete core sticking out. But Two Manhattan West doesn’t use one, (or maybe it is) does anyone know why they are being constructed differently?

They did that with one Vanderbilt, they build the steel structure faster than the core.
B1M did a really good video about this technique

the design of 2MW is more impacted by the track layout at grade. A concrete core could not pass continuously from the track level. Steel is a more efficient design for the condition.
