Where would this be?
Where all the stadiums are currently, at the south end of Broad St.
They should make one huge parking garage that fills the zoning requirement and leave the rest of the space for literally anything besides parking lots

It will be beautiful 
Or remove the ridiculous parking requirements altogether and expand transit such as bus or light rail and require less of a sea of asphalt for large projects like this.
