Meatpacking district maybe if the signage is a clue.
I looked at few maps of the meatpacking district, no streets line up with the angle of the existing structure and one under construction then. If anything the street itself reminds me of the streets on the east side of Lower Manhattan
This would be another possible area in which this building would be constructed. I have been trying to find the name of the building ever since I got this photo set and have had it for 5 years. The sailor (original photographer of the pictures) walks from Lower Manhattan, across the St. John Warehouse to Columbus Circle and took a few pictures.
The signpost, while blurry, looks like a name street as opposed to a number. Does it help if you look under a magnifying glass?
I can’t read the street names on the original because the resolution is not so good. I was able to read the final digits of the advertisement:

Here’s some history on that chop house. And I put in all of the locations stated here to find where this photograph was taken, they don’t line up with the photograph. And the building on the left looks similar to 22 Thames Street which was on the site of 125 Greenwich
