Oh yeah. Now that I take a closer look at the photo I see it across the road from One Penn Plaza.
Midtown’s embarrassing “dolgostroi.”
That space on the 87th floor could potentially be used as a restaurant or cafe to bring dining options to the top of the Empire State Building. This could be a competitor to the other observation decks in New York City that have some form of a restaurant as part of their experience.

There have been House of the Dragon promos all week throughout the city. It looks like it’s culminated in a dragon being placed on top of the ESB today. Hopefully someone has some shots of the front since as per usual, the back is towards Queens lol.

ESB would make for an epic residential conversion.
Instead, NYC commercial real estate is collapsing while they keep filling up most suitable buildings for conversion ‘up to the brim’
I highly doubt that will ever happen, even in the lifetime after I’m around. You don’t want to butcher an icon, especially filling it with people who (presumably) won’t care about the property. The ESB is an iconic office tower, it’s definitely staying that way. There’s plenty of plots of land to build new buildings for situations like that
