This sounds more like making choices that don’t rule out through-running, which is a bare minimum. I’m glad they’re at least thinking that way, because that is an improvement. But I wish someone in power had the fortitude to push a real plan to make through-running happen.

That would also require input from NJ Transit, and New Jersey is known for being stubborn.
