Does anyone know what this gray structure is? Is it a building or a temporary construction thing?

Not 100% sure here, just taking an educated guess, but it looks a lot like a ventilation tower for the tunnel (Lincoln). Also a water pump in the event of an emergency.

I’ve waited in front of this building a few times to catch a bus down to my in-laws and can say it’s definitely not a temporary structure. It’s grey brick and window-less, so I’d go with what @chris08876 guesses: a utilities building of some sort.
