These vertical stripes will give the illusion of optics making the building look taller.

I’m dying to see what the views from the upper floors of this tower look like.
Except for that blank floor about 8 stories up, this is working out very nicely. I like the distance between the horizontal spandrels. It forces us to look up and creates some real interest in what could have been a boring facade.

The dog is saying, “Get me back inside!”.
Obviously it’s a tall building and it has an impact on the skyline, but from close up it looks like it has 20 floors because they tied three levels of windows together with the white stripes separating every third floor. Unfortunate design choice in that regard.
I like the design—different strokes for different folks. The blocking of the facade gives the building some nice features that differentiate it from the raft of glass boxes around. It creates some eye appeal and compositional difference. It is a simple way of making a somewhat interesting architectural statement.
I like the Architectural Design too; but, not as much as those skyline neighbors - 432 Park Ave, and 111W57.
In terms of Engineering Design, those 3-4 floor height window panels were a master stroke of Value Engineering; the relative ease and speed of assembling that curtain wall facade made for big savings and construction efficiency. This building has almost the same ‘constructibility’ of an all glass facade: but looks far more beautiful.
