That block is part of Penn South, so the whole block will eventually be razed and new towers and a Penn concourse will eventually rise.
NY State already owns much of the two blocks between 7th and 9th Avenues.

That drives me crazy too. I wish they distributed the tilt over more panes. But it corresponds to how they approached the segmenting of the windows on that crown unfortunately
