new developer is making a splash with its debut, planning a $1.5 billion mixed-use development along the Jersey City waterfront.
Esen emerged this week. The New York-based firm comprises a team of real estate veterans, largely from Brookfield Properties and Forest City Realty, collaborating with Singapore-based Croesus Group.
With a commitment to advance transformational projects to share the future of cities, Esen detailed efforts for a multiphase, more than $1.5 billion mixed-use development planned to rise at 310 Washington St.
Working in partnership with global shipping and transportation conglomerate Evergreen, the project would consist of three multifamily towers with approximately 2,000 units. Phase 1 will feature about 50 floors and roughly 625 residences, a spokesperson for Esen told NJBIZ.
Esen anticipates construction to start on Tower 1 in summer 2026, with the building’s expected debut following in 2029. According to the company spokesperson, Esen expects to file a site permit application with the city next week. The site currently features a surface parking lot.
Apartments would range from studios to three-bedroom spaces, Esen said. Towers 2 and 3 will follow in subsequent phases.“

Applicant proposes a three (3) phase Project for the recently subdivided property:
- Proposed Lot A: A Preliminary and Final Major Site Plan Approval to develop Lot A with Tower 1, a 48 story/583.75 foot building with 52 floors on the corner of Greene Street and Pearl Street containing 625 residential apartments, 155 parking spaces, amenity spaces and a leasing office, BOH facilities and areas with primary residential access on Greene Street and parking garage and loading bay access on Pearl Street. The Applicant also proposes interim surface parking containing a total of 145 parking spaces on Lots B and C for the use of the Evertrust Plaza.
- Proposed Lot B: A Preliminary Major Site Plan Approval to develop Lot B with Tower 2, a 44 story/565.46 foot building with 50 floors on the corner of Washington Street and Morgan Street, containing 817 residential apartments, 3,165 square feet of retail space, 205 parking spaces, a leasing office, amenity space and BOH facilities and areas with primary residential access to on Washington Street and parking garage and loading bay access on Morgan Street. During development the Applicant proposes interim surface parking on Lot C for the use of the Evertrust Plaza.
- Proposed Lot C: A Preliminary Major Site Plan Approval for the development of Lot C with Tower 3, a 49 story/649.32 foot building with 57 floors on the corner of Washington Street and Pearl Street, containing 613 residential apartments, 1,375 square feet of retail space, 97,016 square feet of office space, 321 parking spaces, amenity space and a leasing office, BOH facilities and areas with primary residential access on Washington Street and parking and loading access on Pearl Street.

@apophenic - what do the colors mean on the 1st image you posted? There’s a lot of yellow & orange buildings in Liberty Harbor on that image that don’t exist and I don’t think have been approved yet. Looks like red = under construction

Orange means approved by the Planning Board but not built, yellow means proposed or allowed by zoning. A lot of the massings and building statuses are outdated, especially in Liberty Harbor North.
