Interesting law. I wonder what the history is with that; and what work arounds could be done to guide developers to more architecturally interesting buildings. (Without being overly restrictive)
There’s actually an example of this. It’s called Form Based Code and it’s an alternative to zoning that prioritizes the built form of buildings to meet a desired aesthetic.
Reduction in the height of building from 72 to 68 stories, reduction in residential dwelling units from 745 to 694, increased size of plaza area, other revisions to the proposed retail space.
Building height now just 728 feet.

Interesting render found on the Kushner website. I can’t make heads or tails of the angle but the plaza looks nice.
