if you are talking about the blue “wave” painted on the ground it was put there to guide people to several signs commemorating the Morris canal, which ran close by this location. Morris Canal Park is right next door and has a large sign explaining the history and significance of the Canal. For those interested this Flickr Album has some amazing JC history pictures including this areal painted view from 1854 that clearly shows the Morris Canal. Looks like there are some counterweights to still install but the crane assembly was largely completed today.
