They aren’t really white, just covered in snow, but they are temporary diaphragm wall supports to prevent the walls from caving in. This is extremely common (but normally built out of concrete) in Chinese and Asian construction because the sites are so large and deep.

They are just hung from clips and tightened/fastened into place.
