These are two totally unrelated projects.
One is a way to expand passenger rail service by making it possible for trains to pass through Chicago (currently every single passenger train that serves Chicago, whether it’s Amtrak long-distance, Amtrak regional or Metra / South Shore commuter rail, begins or ends in Chicago). Needless to say, this is a very good idea, but there’s zero funding for it, and thus it will not happen in our lifetimes.
The other one is a marketing thing by freight railroads for cargo customers. Has nothing to do with passenger rail.
