What is 'commission' on a condo sponsor unit listing?

What does a ‘4% commission’ on sponsor unit listing in a new-development condo mean? For example, this listing from 611 W 56th St: https://streeteasy.com/building/611-west-56-street-new_york/19b

Is it typically money paid to the developer or agent? Is it separate from the transfer tax that a buyer may be asked to pay when buying sponsor units?

4% commission to the real estate agent.
