Oh, they most certainly didn’t. That amazing proposal seems to have covered both T1 and T4 and they kept dwindling it down to what we got in this render below.

I was just reading from a 2024 document confirmation that the T4 expansion agreement has the built-in option for JFK IAT/Delta to exercise a second phase to build out Concourse A, the Headhouse, and rebuild the roadway in a manner that accommodates the JFK Central structure, consistent with the pre-pandemic plan. It also noted that Delta had not exercised the option at that time, so the possibility remains open for the future.
That’s wonderful. Is there anything that confirms (or denies) the existence of the T4-T1 connector that a couple of plans hinted at or is that deleted out of existence?
I believe this was the document I was using (also confirms the possibility of a future “phase c” for Terminal One which would bring its total gate count to 27, subject to further discussion with the PA). I scoured the document for info about the T1-T4 connector, and found absolutely nothing. From such a comprehensive document, I can only gather that the connector is not in the cards at this time.
A new set of renderings has emerged of T1’s post-security grand hall following the announcement of Duty Free Americas as the operator of the main duty free area!
does the ‘narrow’ path between the headhouse and the Phase A pier bother anyone else? I get that it’s just on the Departure Concourse (and that Arrivals will be on a separate level for passport control) but it looks like a major bottleneck. They should lose a couple of those retail spots (ha) to open it up.
Praying that DAL/one of the other big three airlines doesn’t take over this building too… that corridor would get so overcrowded with bidirectional passenger flow.
Some new T1 interior renders just dropped that come with the announcement of T1’s duty-free operator.
Further adding to the confusion about the T1-T4 connector, the Advisory Council presentation from March shows it added, in addition to the built-out T4 gates, T1 west gates, and T1 portion of the JFK Central GTC. Interestingly, it also refers to T4 as “T2” while leaving the other terminal names the same.
Found a progress update at T6. Looks like the construction of new roadway segments has slowed down, though I think this is so they can alter T7’s frontage as they’re going to have to build the roadway right through that. I think the newsletter said that shift will take place sometime later this spring.
From what I’ve read, the U.S. produces 93% of all the rebar it consumes so must be something other than tariffs.
I don’t think it’s an out of the ordinary delay. The project is still on schedule, last I heard. I believe they’re also doing utility work right in the path of the new roadway; maybe they can’t continue new with roadway work until that’s fully done.
While we’re all focused on the new passenger terminals, a brand new cargo terminal has opened at JFK.

This is actually the first phase in a long term plan to transform the north cargo area. Here’s a plan from a 2018 meeting about the project where they outlined the concept of a “cargo village.” The building to the far left is the one that was just constructed, and the pair of buildings across the dual taxilanes will be next. The final EIS stated phase 2 would happen concurrently with the rest of the redevelopment, but there’s been nothing further that I could find about it.
Amending my statement, I found some more info on phase 2, which will yield an additional 200,000 tons of additional cargo processing annually. It will require an additional ~$70 million investment, and may not get underway for a few years. I’m not sure if these renders were posted here but I’ve never seen them before. The JFK renovation site has a bunch of renders for all the terminals.
I don’t think we’ve ever seen the 3rd picture of the boarding gates. Looks really nice and spacious with the high ceilings and natural lighting.
