I think this was being discussed in the now defunct NY Wheel thread. This outlet mall is very much alive and seems to be doing well. I believe a hotel is planned that has yet to rise.

I went there, fairly shortly after completion. I’d say about half the storefronts were occupied and there were a ton of guards everywhere to watch out for shoplifters. I didn’t give it much hope to succeed.
