It says the tower is fully leased but 4wtc.com says floors 28 and 47 are not occupied

Strange. I believe 28 is part of the sublet floors the PA is trying to rent out. They take up close to half the tower. I could have sworn MediaMath was on floors 43-47 but I could be wrong. They all keep saying it’s 100% leased so I’m not sure what the deal is.
