The majority of the foundation is built around/within the train shed. They re-used the existing foundation and reinforced as needed. That work occurred below grade and was completed during the demo. There are eight sets of interior fan columns (four each north and south) and six sets of exterior fan columns (three each north and south). These are the only points “touching ground”. Eight sets are now complete as visible in the photo above.
The foundation work probably started late 2019 - early 2020, they had to be started early as it was getting in the way of the schedule of the East Side access project. It was built around the existing building which made it easier once the old 270 Park was demolished. Just as Jeffrey says, the points touching the ground makes it easy to connect together. When I went down to the East Side access site early March 2020, they were already quite far into building these foundations.

Seriously. I feel like the public should have a right to know what’s being built, especially for such a huge project. If there’s no legal requirement, there should be.
I believe permits were only issued for the tabletop, which is currently under construction, and will take through the end of the year. Final new building approval will happen sometime between now and then, I should expect we’ll see renderings then.
