Based on the render of the open-air observation platform, the question of the missing facade materials around the portholes is addressed. It does seem that something will go there, fixing the current jagged state of the materials around each window.
You can see facade elements that in @Mackensen’s post above are currently missing at the open-air section (the thin strip on the exterior of the porthole) that are present in the render.

Looking at the photos posted above by Mackensen.
This shot reveals one of many points of ‘subtle elegance’ that this new condo building has; in this case it is the materiality, the texture, the metallic glimmer, the mottled and gridded concrete core, and more.
This new condo building is truly a beauty in many respects, if only more people would ‘give it a chance’ to be seen in all its subtle glory.
Most importantly perhaps, and unlike 111 West 57th Street; this project will definitely NOT be a “financial disaster:” That is only conjecture on my part - but willing to take a wager on that claim.

I’ll put down 1k. Easy money. This building is already a financial disaster. Over nine years and still not finished.
The Vitruvian Triad: Firmitas, Utilitas, Venustas.
Firmitas: This building has the firmness to stand robustly, and durably against the elements over time. In other words: well built, quality construction.
Utilitas: This building has utility, function in accordance with the needs of the occupants. In other words: meets the program requirements for functionality.
Venustas: The beauty of this building delights the discerning eye. In other words: this building is aesthetically pleasing.
On a scale of 1-10 this new condo building rates a 9.5 on all three attributes of the Vitruvian. My honest assessment as best I can surmise from the cornucopia of photos, comments, links posted on this thread.

This new building at 262 5th Avenue is ‘aesthetically pleasing’ in many ways. It surely has ‘venustas’ - but is not exactly qualify as Capital A architecture.
On the other hand; 111 West 57th street is truly ICONIC - that building is Capital A architecture.
It is disappointing and unfortunate to any fan of architecture that 111 West 57th turned out to be a “financial disaster”. 
Conversely, I truly believe that 262 Fifth Ave will ultimately turn out to be a highly profitable RE venture. 
That leads to a fair question: is there added value in the effort to create ICONIC Architecture? In other words; does Capital A Architecture PAY?

Many of these American supertalls are facing financial headwinds because of construction quality. Largely purchased as a way to launder cash it’s debatable how much the owners really care about their units.

Looking at that photo posted by Springboss… 
Those porthole windows are probably going to get a metalic flange around the entire circumference to cover the unfinished jagged edges of the facade tiles. The larger the flange the better; those small circular opening need something to make them stand out a bit more - they look oddly small at this point.
