It looks boring, like a mecanoo or mvrdv bad copy.
But every new building replacing tenement shit is much better than what it was before. Aside from upcoming skyscrapers, mid rises and groundscapers are disappointing.

Why are they slow at digging this foundation? Or is this on hold?

They were working this am. Well they are in the back of the pic having a meeting at least.

Generally speaking, finance situations are in a mess right now. They might just have financing for the foundation.
