According to comments, work is being done on an outrigger at T1, but why is such a system being installed so far up? Wind load?

Update from the FOUR construction site: While T2 is meanwhile growing up one floor every 6 days and has thus reached the 17th floor, T3 and T4 have already reached their final height. The facade work on Tower 4 has largely been completed and dismantling of the construction elevator has begun. In tower 3, finishing work, TGA and roof sealing are pending. In T1, a very special floor is currently being constructed. We will report on this soon!

Apparently, steel parts are installed on this floor, which indicates an outrigger system. Only why is this system installed so far up and not further down?

Already a few weeks ago we reported about the so-called outrigger installation in T1 of the FOUR. The outrigger is a massive stiffener that stabilizes the tower at a height of 180 meters and reduces vibrations. We accompanied our partner Stahlbau Vogel during the installation of this special component. Over the next few weeks, a total of more than 700 tons of steel will be used for the outrigger at a dizzying height. Around 100 individual parts with individual weights of up to 20 tons will be joined together with almost 3000 bolts. Added to this are another 600 tons of reinforcing steel for the slab and core reinforcement and a shoring system for the formwork - nothing works without teamwork here.
