The four-story building with private outdoor terraces at 601 Heck St. replaces a lot that stood empty for years a few blocks from the beach as the city struggled through two attempts at a revival of its glory days.

Sroka said most of the buyers have come from New York, reflecting a demand for Shore homes closer and less expensive than those in the Hamptons.
