Why is there scaffolding on this building again?
What scaffolding? If you’re referring to the missing glass on the tower, that’s due to them just starting to take down the construction elevator

That’s strange. This has been topped out for like two years.
Sometimes, if the service elevator in one of these residential towers is pretty small, they will keep the construction hoist up until all the interiors are almost complete. It’s just a more efficient way to bring up drywall, refrigerators, etc. They did this at places like 111 Murray or 50 West too.

the exterior isn’t even finished. As seen in a recent YIMBY article, the base is still a work in progress.
