those are Navy F-18s. A rare sight over NYC, not counting the Blue Angels and their occasional air shows. Usually we get the F-15s from the USAF or Air National Guard. Any events going on?

this phase is a residential tower, and the contractor you sourced lists it as a commercial building (also the rendering definitely looks like an office tower), so it’s likely that’s an outdated scheme. Unfortunately this was predictable given the design. I like it a lot. But there is no way I can think of to install suicide prevention barriers like the ones used on bridges. And stationing people to keep their eyes open on every level probably is impractical. Even if funds for that were available the watchers sometimes would not be able to get to someone quickly enough to prevent a jump. Funds for mental health seems the only way to cut the toll. Sad.
the FDNY should order the attraction closed until a solution can be implemented. Obviously the suicides are tragic, but there’s also the danger to pedestrians in the plaza below to consider.
Stand by for an ‘architectural’ solution. There will be some sort of barrier attached to the top of the existing banister: it will be tall enough so one can not quickly jump before being spotted by on-site security.
Two jumpers in such a short period off time since this structure has opened is way too much: there has been enough time/people/death to make a reasonable bayesian inference regarding repeat occurrences.
The statistical basis for being sued on the grounds of ‘gross negligence’ has now been established: this will be soon closed and/or altered to the detriment of all who enjoy this attraction.

It’s sad to see the two deaths but the family should not sue because it was accident or somebody else pushed them. They wanted to jump. I don’t know it just really sucks
