This one has sort of stalled at the mech floor below the amenity level, probably because there is another shear belt at this mech floor.

Just because he said it’s stalled doesn’t mean it’s another One Seaport or 45 Park. Many projects even in NYC stall during construction for specific reasons, even with the excuse of the construction itself. The Comcast Technology Center had stalled while the structure above the roof was under construction, the entire structure was supposed to be completed in August 2017. They found hairline cracks in the cooling tower structure and had to execute extra welding…the construction continued after a four month pause and topped out November 27, 2017. I’m sure this situation is nothing like that. Look at how much CPT paused during the early construction…especially for the cantilever

Yes, I wouldn’t necessarily use stalled to described the aforementioned projects, those are on hold, not stalled. One could similarly say 262 5th Ave is stalled (because work there is insanely slow but it’s certainly still progress albeit slow). Things are just going slow here because of the work being done on the mechanical floor shear belt. The same stall occurred at the identical mechanical floor belt below, where the curtainwall has now stalled some as they being to transition to different corner panels.
