What is going on here? Nobody knows for sure.

Take a look at one of the original design concept renderings. The Architectural Designs for this project started out ‘artistic’ and ended up ‘generic’.
This earlier iteration (also posted above) looked much better -
However, there are some nice design features on this more generic finished building. I do like the multi-colored tiled facade on the left side of the building - because all of the tiles are all horizontally oriented and the look is quite attractive. However, on the right side off the building facade they switched to both horizontal and vertical orientation of the tiles; which looks inconsistent.
