I got the same exact picture as you, haha. I toured the East Side Access project and the demolition and eventual construction of the new tower will keep that section of the concourse from opening with the rest of the terminal. The tower’s foundation is already in the plans so I’m sure the design is finished. Just waiting on official renderings
