You’re probably right that there will be some sort of bar/restaurant that comes with the hotel, which would otherwise be somewhat hard to argue that there wouldn’t be one.
It’s probably allocated on one of the hotel floors similar to how other setups are at other hotel properties around the city but the usage just wouldn’t change on the list for it.

New Building: In Manhattan’s Chelsea-Hudson Yards neighborhood, the Hudson Boulevard Collective filed plans to construct two towers across 1.7 million square feet at 548 and 550 West 36th Street. The structures will house 1,758 residential units. Daniel Kaplan is the architect.
The plans detail a project a dozen stories taller than the previously reported 83-floor count. It would span nearly 3 million square feet, mostly covered by office space and hotel rooms filling out the top floors. There would also be floors for bike storage, retail space and a bar. Construction is expected to start in the next few months, according to a spokesperson for RXR.
I’m honestly fine with this being cut in half because of the proximity of an iconic landmark. But I’m no architect, I don’t work with the DOB or FAA so I guess I have no say
