The size, scale, and general info about the developer and timeframe are in question, but the tower will still most likely be a slender residential supertall. It shouldn’t block the view you are asking about. As for status, it is just a stale proposal at the moment, nothing more, it’s not on hold as no official plans have been made yet. But this is the only vacant lot north of One Beacon Court, it is just one large lot owned by the same entity. I agree with crawdad in general though, this tower won’t affect the view of the unit you are looking at that much even when built.
The other lot you mentioned (118 East 59th Street) is on hold or cancelled, it wouldn’t have had much affect on views since it was only proposed at 470’.
