It’s difficult to tell what’s on the “back” side (facing toward the center of the block.) But yes, it does appear to be clad in something that looks like glass.

I’m guessing that it does have its elevators against the property line, they just had the decency to cover the concrete in decorative glass. (It should be required by law, IMHO.)
