Wow. They are already laying out the parks before construction starts just like they did with Central Park back in the day.

Huh?
Central Park was an afterthought and not part of the Commissioners’ Plan of 1811.
Some open spaces were included in it, but not Central Park, which wasn’t thought of until decades later.

Thanks for the history lesson but I referring to the fact that the park was built before what eventually came up around it.

Those parcels were chosen to be parkland because they are unbuildable due to utility easements and areas of contamination capped with vapor barriers.
