Saw this render on the Namdar website and decided to do some digging. Found the height and floor information from the Jersey City Permitting Website

A version of this project was first filed in 2020. Namdar has acquired land for, filed, gotten approvals, built, and opened entire new buildings in those 5 years that this site has sat vacant. They have not had an easy time getting a construction loan for this site.

I think there are two possible reasons - one is the location next to the Holland Tunnel. But on top of that, it has a 15% inclusionary zoning requirement. And no project with a 15% requirement has ever broken ground in JC without a tax abatement.
