Citing the results of a long-delayed feasibility study released today, Gov. JB Pritzker is pouring cold water on the proposed One Central megadevelopment despite the developer overhauling the project’s cost projections — and trimming the state subsidy he’s seeking by $4 billion.
First proposed by Bob Dunn’s Landmark Development in 2019, the $20 billion, mixed-use project would be built over 34-acres of existing Metra railroad tracks east of Soldier Field, but the project faced stiff headwinds from state legislators because of a $6.5 billion subsidy required for a new transit hub meant to better connect the South Side to the Loop.
Last year, Dunn made “material changes” to the original proposal to “reduce the cost and complexity of the project," according to the study, lowering the subsidy to $2.75 billion.
Those changes would reduce square footage of the project to be built over the railroad tracks from 22.9 million square feet to 18 million square feet and remove a proposed extension of the CTA Red Line to the development.
Despite the lowered costs, Pritzker today signaled he still isn’t on board.
“With billions of dollars requested for the project, it’s critical that the state ensures any large-scale proposal is a good deal for Illinois’ taxpayers prior to moving forward. In this case, the independent study made clear that the risks far outweigh the benefits under the current proposal,” Pritzker spokesman Alex Gough said in a statement. “We are grateful to the many community leaders, officials, and organizations who participated in the study.”
