Pruitt Igoe didn’t fail bc it was highrise housing. The premise makes no sense. Cities like Vienna and Berlin are half Pruitt Igoes and no issues. NYCHA is the best public housing in the U.S. and mostly Pruitt Igoe. The worst U.S. public housing, in places like Detroit, DC, Atlanta, were overwhelmingly lowrise, garden-style apartments.
