I’d still mark this as under construction since the elevator is still attached. It seems all of the JP Morgan space is occupied now, yet there’s still construction equipment on site. Like I said, I’d still mark it under construction as 4 WTC still had an external construction elevator being disassembled with a photo on SSP from 11/06/2014 at the 23rd floor then…and that tower was opened for 358 days then.
