The “fabric” medium used here is used in many landscape applications, its not unusual for plants to be in this type of application.

Looks like woodland violets, ferns, sedge grass and Virginia creeper which should vine up and attach to the rocks. All native plant to the area. Hopefully they planned some sort of irrigation system.
