Have they started Phase 1 yet? The groundbreaking for that was last year. ---

Huh? Central Park was an afterthought and not part of the Commissioners’ Plan of 1811. Those parcels were chosen to be parkland because they are unbuildable due to utility easements and areas of contamination capped with vapor barriers. ---
