That ia due to Jersey City zoning rules. A minimum sidewalk width is written into the Journal square 2060 plan. Stupid considering that the zoning also says that building next door can never be demolished.
Zoning is frequently absurd and ill thought out.

Inflexible zoning is the problem. A simple variance here should have been a no brainer.

I may sound a bit jaded but starting prices at $360K in a new high-rise + amenities + central location in JC is actually a great deal 
. Now the question is, how large are the units themselves and what are the HOA fees; also NJ property taxes are… volatile to say the least
